An online app is causing Patwaris in Rajasthan to go on strike

Patwari Strike: The Patwaris of Rajasthan are protesting due to ongoing issues with the digital Girdawari App, which has been implemented for online Girdawari operations. The Girdawari process, a crucial part of agricultural assessments, involves the Patwaris in measuring land, monitoring villages, and issuing certificates. They allege that the app is not functioning properly, and despite their repeated complaints, no improvements have been made. This situation has led to frustration among the Patwaris, as the app’s deficiencies hinder their ability to perform their duties effectively.

The Patwaris of Rajasthan : Have taken a decisive step by launching a two-day strike, starting Tuesday, to protest the ongoing issues related to online Girdawari. The urgency of their action underscores the severity of the situation. The Patwaris’ organization has highlighted significant flaws in the app designated for recording crop Girdawari, which are severely hindering their work and affecting farmers as well. Despite repeatedly informing higher officials about these technical problems, the Patwaris claim there has been no progress in resolving the issues with the app. As a result, they have been left with no choice but to initiate a pen-down strike to demand immediate action and improvements.

Lack of Action on Kharif Season Demands

The Rajasthan Patwar Sangathan has raised serious concerns, alleging that despite submitting demands for the Girdawari of the Kharif season 25 days ago, no amendments have been made to the app. These demands include an increase in the buffer zone in the Girdawari app from 50 meters to 350 meters, enhanced security measures for women Patwaris working in the field, and improved functionality of the app. They claim that even after reporting various flaws, Patwaris are still being pressured to conduct Girdawari, exacerbating their difficulties.

During the strike in Pali, the association’s state president, Narendra Kaviya, emphasized the need to increase the buffer zone in the Girdawari app from 50 meters to 350 meters. He explained that the current app malfunctions at the site, often failing to recognize the Patwari’s presence and inaccurately showing their location as hundreds of kilometers away. This has led to numerous complaints about Girdawari needing to be completed on time. Kaviya pointed out that similar adjustments should be implemented in other districts since the buffer zone has been expanded in districts like Hanumangarh, Sriganganagar, Bikaner, and Anupgarh. Additionally, the Patwaris have called for enhanced security measures for women Patwaris working in the field.

Narendra Kaviya said, “We have to go to the spot and do the Girdawari by taking photographs. Due to heavy rains in many places, the fields are filled with water. So in such a situation it is difficult to go to the spot and do the Girdawari.”

Impact of the Patwari Strike

The ongoing Patwari strike has severely impacted essential agricultural assessments, particularly the Girdawari app process related to damages caused by excessive rain and floods. With Patwaris unavailable, critical tasks such as measuring land, monitoring villages, and issuing certificates have been put on hold. This has not only stalled the collection of land revenue, irrigation fees, and other taxes, causing financial strain on local governance, but also affected farmers who rely on these assessments for compensation and planning.

Furthermore, the resolution of land disputes, agricultural land measurements, inputting of land-related data into computer systems, land boundaries, and mutations have all reached a standstill. The processing of inheritance, caste, income, and residence certificates has also been adversely affected. Other essential tasks, including the preparation of village land maps, Girdawari reports for agricultural land, jamabandi sales, revenue recovery letters, and the safekeeping of records like khasra numbers, are also halted, leading to significant disruptions in administrative functions and local governance.
